This NPC has a quest by the name of Deadwood of the North which, when completed, changes an otherwise-unassociated character to Unfriendly reputation with the Timbermaw, which allows safe travel through the tunnels between Felwood, Winterspring and Moonglade.
No other quests require completion to allow this safe travel to occur.
